two.2.4) Description of the procurement at the time of conclusion of the contract:

The Authority entered into a contract with Contech International on 04/04/2025 for services in Pakistan following an Open Competition. The contract provided for three extensions of twelve months each to a maximum term to 31/03/2029.

A Contact Modification (CM) has now been executed in accordance with Regulation 72(1)(b) of the Public Contracts Regulations 2015. The CM is to exercise the extension option for two (2) years to 31/03/2028, to extend the scope to cover similar services in the Indo-Pacific region while an Open Procedure under PA23 is conducted and increase the maximum contract value by £795,348 excl. VAT to £4,813,956 excl. VAT.

Section 72(1)(b) of PCR 2015 provides for modifications in situations where services additional to those originally anticipated are required i.e. ‘for additional…services…by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor (i) cannot be made for economic or technical reasons…or (ii) would cause significant inconvenience or substantial duplication of costs…’, provided that any increase in price does not exceed 50% of the value of the original contract’

The value uplift has become necessary to cover additional activity during FY 25/26 and the following two years as required by the funders of UKHSA’s International Health Regulation Strengthening Project (IHR-SP); DHSC. The contract has been modified to enable the IHR-SP to utilise the additional funding which has become available.
