Liverpool City Council needed to respond at speed to ensure that anyone at risk of rough sleeping was prioritised for placement into a range of newly resourced emergency accommodation options driven by the national governments ‘Everyone In’ initiative and to comply with public safety measures introduced as part of the country entering into "lockdown" arrangements.
