YPO is a Local Authority owned national public buying organisation operating since 1974 from our Wakefield Headquarters. YPO operates a market leading education supplies business with turnover circa £115 Million on average each year, plus a Framework Services business offering approaching 100 Frameworks including ICT, Energy, HR, Fleet and FM Solutions with consolidated spend upwards of £1 Billion.

As more demands and pressure are being placed on organisations including central and local governments to reduce their carbon emissions, we seek to put in place a dynamic purchasing system to make it easier for public sector organisations to acquire alternatively fuelled vehicles that produce less tailpipe emissions.

Most local authority establishments have committed to a becoming carbon neutral within the next 15 - 20 years. Reducing emissions in fleet that is run by these organisations will be a key part in the success of delivering on their carbon neutral commitments.

YPO have conducted a series of engagement activities with potential users from public sector organisations across the UK. The Research highlighted some keys findings that YPO wishes to explore further. The next stage of the project is to engage with suppliers by issuing this PIN. This is to ensure that there are no gaps in the potential service scope and that our intended model is deliverable, sustainable and future proofed.

YPO seeks to put in place an agreement that gives contracting authorities a route to market for new technologies that are likely to arise in the coming years.

By establishing this DPS agreement, YPO intends to create a mutually beneficial model that can bring both suppliers and customers together to deliver plans for a greener future.

To support the future development of our framework business we are seeking to notify in advance any potential organisations that can supply products and services that will be covered under the scope of this agreement.

Though in early stages of procurement, it is expected that goods and services covered under this DPS agreement may include; HGVs, HGVs with Specialist Bodies, LCVs, Coaches, Buses, Cars, eBikes, eScooters, Car Club, and Drivetrain Conversion
