seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
In August 2022 the Government launched the Family Hub and Start for Life Programme funding for 2022-2025 (jointly overseen by the Department of Health and Social Care and the Department for Education). Wakefield was one of 75 local authorities selected to receive the funding which incorporated additional Guidance and investment for infant feeding support. The funding for infant feeding support is required to be used to promote breastfeeding and support parents to meet their infant feeding goals. When the Council procured the Service in February in 2022 the Start for Life Programme agenda had not been announced and a commitment to progress the UNICEF BFI Standards for Early Years Community settings for the Family Hub network had not been made. In addition the Council was not aware that additional investment in infant feeding services would be forthcoming.
As FAB are the only Provider of Breastfeeding Peer support Services in Wakefield, those accessing the service will benefit from a greater range of service, including more targeted support that will have a bigger impact on local breastfeeding rates and outcomes. This outcome would not be realized with an additional Provider.

It would cause significant inconvenience and substantial duplication of management costs to the Council in trying to manage a small element of the service that does however run throughout service provision in all venues/locations in the District if a third party was engaged who would sit outside the established pathways already in situ.
