two.1.4) Short description

Brighton & Hove City Council is seeking a provider(s) to deliver adult (18+) residential rehabilitation services to support drugs and alcohol recovery in the City. The Services are primarily targeted at those who are homeless or insecurely housed and will offer longer-term accommodation-based interventions. Accommodation costs will be met through clients' housing benefit (or otherwise self-funded). The services to be provided will include detoxification preparation and support (when necessary) through a recovery programme and finally independence and move-on. The Council recognises that one model of residential rehabilitation does not meet the needs of all users and that sometimes clients may need additional support and/or more than one period of residential rehabilitative in order to achieve abstinence and recovery. The division of the Services required into two separate lots reflects this position. Referrals to the services will be accepted from the Brighton and Hove Drug and Alcohol Recovery Service.

two.2.4) Description of the procurement

Residential rehabilitation service for drugs and alcohol in Brighton and Hove. In brief the service will comprise:

•Accommodation and high support for men and women undergoing a medically supervised detox programme of between 6 weeks and 3 months (approximately 6 units of accommodation). Support workers will be on site during office hours until late evening. A 24 hour on-call service will operate out of hours.

•Supported housing and a treatment and rehabilitation 'recovery' programme including relapse prevention of between 6 and 9 months (approximately 26 units of accommodation). Support workers will be on site during office hours. A 24 hour on-call service will operate out of hours.

•'Move-on' accommodation for clients who have achieved abstinence having completed an appropriate drug/alcohol treatment intervention. A comprehensive programme of re-settlement and aftercare enabling clients to re-integrate back into the community and lead a life free of alcohol, drugs and crime, for a maximum stay of 18 months (approximately 26 units of accommodation). Support workers will be contactable by telephone during office hours Monday - Friday.

•The service will be based on the 12-step treatment model integrated with cognitive behavioural therapy (CBT)

•The service will operate a zero tolerance to lapse policy. Any and all clients who use drugs or alcohol whilst in treatment will be evicted.

•The service will however adopt a flexible approach to re-engagement following an unplanned discharge. This might include a rapid re-referral into detox/recovery as appropriate.

The target start date for the Contract is the 1st of April 2022. This may be adjusted if further competition is required.

The Contract will be for a period of three (3) years with an optional extension of a further (2) years. The estimated value listed in this notice is for the entire potential Contract period of five (5) years.

Residential rehabilitation service for drugs and alcohol in Brighton and Hove. In brief the service will comprise:

•Accommodation and high support for men and women undergoing a medically supervised detox programme or in preparation for longer term residential rehab for up to 3 months dependent on individual needs and progress (approximately 8 units of accommodation). Support workers will be on site 24 hours 7 days per week.

•Supported housing and a treatment and rehabilitation 'recovery' programme including relapse prevention of between 6 and 9 months (approximately 8 units of accommodation). Support workers will be on site during office hours and up to mid-evening. A 24 hour on-call service will operate out of hours.

•'Move-on' accommodation for clients who have achieved abstinence having completed an appropriate drug/alcohol treatment intervention. A comprehensive programme of re-settlement and aftercare enabling clients to re-integrate back into the community and lead a life free of alcohol, drugs and crime, for a maximum stay of 2 years (approximately 6 units of accommodation). Not all clients continue into move-on accommodation, instead choosing to move to band 3 or independent accommodation and they will be supported to do so. Support workers will be contactable by telephone during office hours Monday - Friday.

•The service model will be a cognitive behavioural therapy (CBT) approach with therapeutic group work and a written recovery programme.

•The service will recognise that part of the cycle of change is the potential to lapse.

•The service will adopt a flexible approach to lapse being informed by the context and circumstances of the lapse and of how the client responds to the lapse.

•Eviction will remain an option for the service but in the first instance, non-punitive responses such as isolation from peers or a move back to detox support should be considered.

The target start date for the Contract is the 1st of April 2022. This may be adjusted if further competition is required.

The Contract will be for a period of three (3) years with an optional extension of a further (2) years. The estimated value listed in this notice is for the entire potential Contract period of five (5) years.

Due to the timing and sensitivities of the services being provided the Council requests that only organisations which have a real and present chance of fulfilling the specification submit expressions of interest in response to this request. In your response to this call for competition please ensure that you demonstrate the following:

•Suitable premises in the City are secured and available for contract commencement

•Experience, expertise, and capability of providing effective residential rehabilitation treatment for drugs and alcohol

•Experience of working with clients with a range of support needs including co-occurring conditions

•An appropriately trained and accredited workforce

•A commitment to partnership working with a range of providers

Award criteria will be based on quality and price and awarded to the bidders submitting the most economically advantageous tender.


Section four. Procedure

four.1) Description

four.1.11) Main features of the award procedure

The Council is utilising thisPrior Information Notice as a Call for Competition. The Contract(s) will be awarded under the 'Light Touch Regime', using the principles of the competitive procedure with negotiation model. The Contract may be awarded without further call for competition. Award criteria will be based on quality and price and awarded to the bidders submitting the most economically advantageous tender. If further competition is required, it is anticipated that the tender process will commence in March 2022. If further competition is not required the Contract(s) will commence on the 1st of April 2022.
