In 2015 the Contracting Authority competitively tendered through an Open procedure for a three year contract in Hampshire only which commenced on 1st April 2016. In late 2019, commissioners took up the legally provisioned option to extend for 2 years until 31st March 2021.
In 2020 the contract was extended by another 6 months plus 6 months until 31st March 2022. Under the Public Contracts Regulations 2015, the Contracting Authority considered COVID-19 to be a state of urgency that had been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic was therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision.
Barnardos Specialist Parenting Support Services provide parenting programmes for families with children aged 5-17 years, with ADHD (Attention Deficit Hyperactivity Disorder) and ASC (Autism Spectrum Condition) in Hampshire (not including Southampton, Portsmouth or Isle of Wight).

Parenting is a key influence on child outcomes. Positive parenting promotes resilience which enables the child to cope with life's ups and downs and to 'bounce back' in the face of difficulties. It can help to mitigate the effect of some of the risk factors for adverse outcomes in adult life.

In addition to CCG capacity the Covid19 Pandemic has presented other challenges which have impacted on the progress of this procurement. Families have struggled significantly, balancing work, financial pressures, home schooling and reduced access to support networks alongside what can be complex needs of children presenting with traits of ADHD and ASC. These needs can include episodes of distressed behaviour, aggression, risk of exclusion at school and debilitating anxiety, all which can have a detrimental impact on the wider family. Parents report that since the beginning of the pandemic these needs have heightened and increased. Services across the health, education and social care sector have at times been restricted to providing support to only those requiring urgent care and families report feeling isolated and vulnerable. Requests for support for conditions such as Autism and ADHD have increased and parents are reporting lack of confidence in mainstream schools to support children with special educational needs, which has resulted in an increase in requests for Education and Health Care Plan and Special School Placements. As the incumbent provider has been in place since 2016, they are able to deliver continuity of patient care in an otherwise challenged landscape.
Due to the above evolving landscape commissioners feel that the current model should be reviewed and redesigned in collaboration with families and schools. In order to ensure this work offers all key stakeholders across Hampshire and the Isle of Wight the opportunity to be involved in this service review, the CCG is extending the current contract term until 31st March 2023 to allow time to reach seldom heard groups and families that are only just starting to see their lives resemble post pandemic normality.
An extension to the current Service will enable time to complete a competitive procurement process in line with Procurement Regulations for Healthcare Services. The Invitation to Tender is planned to be published in Quarter 2 of 2022-23 and the new service will commence from 1st April 2023.
The Value for 12 month award is £549,536 for Hampshire:
Original Contract Value per annum £399,536 plus Non recurrent investment to meet increased demand 21-22 £150,000.
