two.1.4) Short description

Justice and wider partners from Greater Manchester developed and have been delivering a

Whole System Approach for Vulnerable and Marginalised Women since 2014. The joint

funding from GMCA and HMPPS provides the opportunity to maintain this successful

approach. All Women Offenders are identified as part of the group of women who form the

GM Vulnerable and Marginalised Women cohort.

Across Greater Manchester we will expect the Supplier to deliver a Dual Delivery Approach

that both recognises the statutory requirements to deliver services for women who are

subject to probation whilst at the same time supporting women who access the service in a

voluntary capacity.

A key ambition is for the Women’s support service is to assist vulnerable and marginalised

women to reduce their reoffending and help them to cope, recover and move forward

positively in their lives. We expect the supplier to demonstrate how they share key values

that recognise the importance of building trusting relationships through a needs-led and

Trauma Informed approach.

The Greater Manchester Combined Authority will incorporate a minimum 10 calendar days

standstill period at the point information on the award of the contract is communicated to

tenderers prior to entering into the contract. If an appeal regarding the award of a contract

has not been successfully resolved the Public Contracts Regulations 2015 provide for

aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to

take action in the High Court (England, Wales and Northern Ireland). Any such action must

be brought promptly. Where a contract has not been entered into, the Court may order the
