two.2.4) Description of the procurement

Greater Manchester (GM) Moving is the comprehensive plan to reduce inactivity and increase participation in physical activity and sport which is aligned to the GM Population Health Plan priority themes and wider reform agenda

Our shared purpose is to positively change the lives of people across GM through physical activity and sport. Building from our strengths and through system-wide collaboration, we will double the rate of past improvements, reaching the target of 75% of people active or fairly active by 2025, by creating the conditions in which it is easier to be active.

GreaterSport is the Active Partnership for GM with the vision to change lives through physical activity and sport and to help make GM the most active region in England. Our role is to invite tenders on behalf of GM Moving.

We are seeking to appoint an evaluation partner or a consortium with a lead organisation, to continue the process and evaluation over 2 years to March 2023 of GM Moving, and two key strands of investment (Local Delivery Pilot (LP) and GM Walking Ambition) which are interconnected.

Over the last two years we have been working to understand the complexities of system change and how it creates the conditions for population scale change in physical activity levels.

The overall aims of the evaluation are:

- To continue to develop a deep understanding within a complex, adaptive system, of the conditions in which system change enables active lives.

- To continue to develop the evidence base around what works for whom and in what conditions to achieve population change in physical activity, and to reduce the inequalities in activity levels in specific population groups, particularly through GM Moving and its interconnected investments.
