Learning from the COVID pandemic and changing expectations, particularly of young adults and people with learning disability and autism, has highlighted that access to virtual and technology-based services needs to be a core part of the offer to promote a flexible choice for individuals. Virtual Support services are intended to support individuals to engage in a variety of activities and learning opportunities in a place and time of their choosing that will promote their engagement in activities, promote their mental health and well-being and maximise their skills and independence support including access to technology and help with set up and use of technology.

In order to promote greater inclusion, there is a need to support people with a Learning Disability to access mainstream and universal activities in the community rather than re-create activities in place-based services that only the learning disability population accesses. Community Support services are intended to enable individuals to access facilities in the local community that will promote their social skills, participation in group or individual activities that will promote their mental health and well-being and maximise their levels of independence in the community. These services will focus on providing a range of activities from fitness, social, practical, skills-based activities through to life-long learning and training leading to employment.
