Market Engagement Opportunity

The Kent Resilience Forum (KRF) is a partnership of agencies who work together to ensure a coordinated response to emergencies that could have a significant impact on communities in Kent and Medway.

Kent County Council (on behalf of the KRF) is planning a Procurement process to put in place a new Contract to provide emergency support to assist the response to a Mass Fatality incident, if required.

This Market Engagement exercise is intended to help the Council understand the level of interest in this opportunity, and potential service offerings from the market.

The Council plans to use the information and feedback we receive to develop our plans for the future delivery of this Contract. This is an open engagement exercise in which any potential providers can participate.

All interested organisations are invited to complete a Market Engagement Questionnaire.

All responses to this questionnaire should be submitted via the Kent Business Portal, no later than 5pm on Friday 9th February 2024. All questionnaire responses will be treated as ‘commercial in confidence’. Alternatively, responses can also be emailed to Alison.Blackman@kent.gov.uk.

two.2.4) Description of the procurement

It is anticipated that in the event of a Mass Fatality incident, any combination of the following support could be required (depending on the availability of existing resource across KRF Partners):

Provision of Specialist Equipment required to operate a temporary mortuary service.

Specialist staff to conduct or assist with post-mortem examinations, collect and store samples, collect, analyse and associate ante-mortem information from families and other agencies.

Establishment of emergency mortuary to receive and store human remains. Provide emergency mortuary and all necessary mortuary equipment, processes to conduct post-mortem examinations of human remains.

Identification of human remains, including arranging DNA or other analysis as appropriate on post-mortem and ante-mortem samples.

Search and Recovery: Search, recover and/or transport human remains from the site(s) of the incident.

The Supplier would be expected be able to provide a guaranteed level of response 24 hours a day, 7 days a week, 365 days per year, should these services to be required.

It is anticipated that the planned Contract will begin in June 2024.
