Description
Tees Valley Combined Authority (TVCA)(the 'Contacting Authority'), part of the Tees Valley Combined Authority Group, seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the potential procurement of a supplier to provide independent appraisal services for a Digital Transport Full Business Case (FBC) currently under development.
The FBC is expected to be completed by April 2026 and will require independent appraisal to confirm compliance with HM Treasury's Green Book, TVCA's Assurance Framework, and the requirements of the TVCA Digital Transport Delivery Programme, prior to consideration for approval and decision-making.
Through this PTME, the Contracting Authority aims to:
•Understand the market's appetite to participate in a potential future procurement for independent appraisal services
•Validate potential appraisal methodologies and approaches, particularly in relation to digital and technology-led transport interventions
•Understand the capacity of the market to deliver appraisal services within the required timescales
•Identify key risks and dependencies associated with procuring and delivering an independent appraisal on the programme critical path
•Understand indicative costs, commercial models, and delivery considerations
•Provide potential suppliers with an opportunity to raise queries, assumptions, or points of consideration in advance of any potential procurement exercise
