Health Education and Improvement Wales (HEIW) was established in 2018 as a Special Health Authority that sits alongside Health Boards and Trusts as part of NHS Wales. HEIW has a leading role in the education, training, development and shaping of the healthcare workforce in Wales, ensuring NHS Wales have the right staff, with the right skills, to deliver world-class healthcare to the people of Wales both now and in the future.
One of the strategic objectives of HEIW is to purchase and rollout a centralized learning management system (LMS) with associated virtual learning environment (VLE)/digital learning platform and course/event booking facility which will facilitate the delivery, monitoring and evaluation of all educational events developed by HEIW. This work aligns with the Workforce Strategy theme 5 (Excellent Education and Learning).
The system will have the long-term potential to be available to all health and social care professionals in Wales and will provide a range of flexible and innovative learning opportunities using the most up-to-date digital resources available via mobile devices.

NHS Wales Shared Services Partnership on behalf of HEIW Special Health Authority will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract. Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales).
