The provision of a substance use disorder (SUDO) adult treatment service in Swindon. The

aims and objectives is to procure services for the provision of an integrated highly

accessible adult substance use disorder treatment system, that meets the needs of the

residents of Swindon.

The contract is required to provide a case-management system, with an agreement

for commissioners to have viewer/ download access rights. The SUDO contract will

commence on 1st April 2023. In addition to the core grant funding, there is supplementary

grant funding subject to treasury approval, pursuant to the next government spending

review 2024. There is also annual funding from Wiltshire and Swindon office of the police

and crime commissioner community safety fund grant included in this contract.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The provision of a substance use disorder (SUDO) adult treatment service contract in Swindon is to incorporate three new elements in to the current contractual arrangement from 8th October 2025-

1. Increase the contract value of the existing contract by £150,000 per annum for the remaining 4 years of the contract from 1/04/2025 - 31/03/2029 to absorb medication dispensing costs that were not factored in to the contract at the point of re-tendering for the services in April 2023. Cumulative cost £600,000.

2. Increase the contract value of the existing contract by £51,000 per annum for a 24 month period from 1/04/2025 – 31/03/2027 to include the new Recovery and Dependency Service co-commissioning arrangement with Probation South West. Cumulative cost £102,000.

3. Increase the contract value of the existing contract by £163,000 to incorporate the uplift in the Individual Placement Support Service (IPS) grant allocation for 2025/26. A PAD exemption was completed in April 2024 which increased the contract by £154,000 to incorporate this new service. Cumulative cost increase of £3,000.

The contract term remains unchanged.

There are no conflicts or potential conflicts of interest with this modification, as set out in the conflict of interest form.

The service area has consulted legal services on the modification and has advised on issuing a modification notice.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Change, Grow, Live (CGL) is Swindon’s contracted adult substance use disorder (SUD) services provider. CGL were awarded the contract for an initial 6-year contract term from 1st April 2023-31st March 2029 with the option to extend for a further 2+2 years up to a maximum contract duration length of 10 years. The contract was initially sealed at £2,079,197.28 per annum with a cost of £12,475,183.68 for the 6-year term and £20,791,972.80 cumulative cost for the maximum duration of the contract period over 10 years. CGL’s contract was varied from 1st April 2024 under PSR reg 13(1)(d) permitted modification to incorporate a new Individual Placement Support service (IPS) which is Government grant funding. The deed of variation from 1st April 2024 covered a two-year IPS grant allocation of £154,000 for 2024/25 and £160,000 for 2025/26. This has now increased by £3,000 to £163,000 for 2025/26. A new pricing schedule was included in this variation with a current contract value of £2,262,561.28 for 2024/25 inclusive of the IPS grant allocation for this financial year.
