** THIS NOTICE IS FOR MARKET ENGAGEMENT PURPOSES ONLY **
The Kent County Council (KCC) wishes to engage with suppliers regarding capacity in the market to provide processing and disposal services of Street Sweepings collected by a street sweeper vehicle and Highway Mechanical Arisings (SS & HMA).
KCC is seeking commissioning options from 31st May 2024. The current contract covers the whole County but may be split into lots by geographical regions following the commissioning strategy and/or market engagement feedback.
The supplier will be required to have in place:
• a waste processing facility with appropriate permitting and planning permissions;
• a facility which is able to manage the processing of waste typically swept from a highway throughout the year (with varying composition dependent on the season, e.g. Autumn leaf-fall)
• an electronic weighbridge for the weighing-in of material delivered to their facility to provide the Council with the appropriate management information (including weigh-loader transaction listings);
• policies and procedures that recover materials in accordance with the waste hierarchy to maximise reuse and recycling and to avoid sending any waste to landfill; and
• robust service contingency plans to ensure continuity of services in the event of plant failure, etc.
Based on demand data, the estimated tonnage is circa. 10,000 tonnes per annum.
It is intended that through its contracts with third-party waste transfer providers, the Council will deliver this material to the supplier’s waste processing facility for processing. The Council will consider whether collections will be required and may factor this into any future procurement requirement.
Organisations which ‘Register an interest’ in this opportunity will be invited to complete a ‘Market Engagement Questionnaire’, which will be immediately accessible via the online messaging facility Kent Business Portal.
Responses to this questionnaire will be used to inform KCC’s strategy for commissioning these services; KCC may contact organisations directly to discuss/clarify their response to this questionnaire where necessary.
