The council is looking to appoint a progressive and forward looking external provider as its Parking Services contractor to undertake on the Council’s behalf, the enforcement of bus lanes and the enforcement of on street (including residents parking zones) and off street parking restrictions and the initial processing of penalty charge notices up to Notice to Owner stage. Later stages of the processing of penalty charge notices and other areas such as the issuing of resident and staff parking permits will continue to be undertaken by an in house council Parking Services Team.
The new parking enforcement service will cover the provision of parking enforcement including notice processing and cash collection. The scope of the contract will cover the full range of contraventions including bus lane enforcement, on-street stopping, waiting, loading, parking, permit parking and off street parking including pay and display and enforcement of barrier car parks.

The contract will be for a minimum duration of 5 years up to a maximum duration of 10 years (subject to external funding being available to the Council); however, it is expected that in the tender response that tenderers will provide a response for each option (5, 7 or 10 years) to enable the council to determine the optimum length of contract that will deliver best value. It is intended that the contract will commence at the beginning of August 2021.
