Dumfries & Galloway Council requires the provision of outreach housing support services for adults who are homeless or at risk of homelessness within the following geographic areas of Dumfries and Galloway: Annandale & Eskdale, Stewartry and Wigtownshire (excluding Stranraer). The duration of this contact will be for a fixed period of 12 months beginning 1st April 2021.

two.2.4) Description of the procurement

Dumfries and Galloway Council is seeking expressions of interest from organisations with experience in the delivery outreach housing support for people (aged 16 and over) who are homeless or threatened with homelessness. Organisations noting an interest must be able to provide appropriate support within all three areas of Dumfries and Galloway region as specified above. The organisation(s) must be registered with the Care Inspectorate as a Housing Support provider and be able to support homeless people and those threatened with homelessness with additional issues such as physical and/or mental health, learning difficulties, substance misuse issues, communications difficulties and challenging behaviour (this list is not exhaustive).

The provider of this service will be a key partner in the delivery of the outcomes of the Dumfries and Galloway Council’s Rapid Rehousing Transition Plan. This will include working with the Council and other key partners to develop and deliver personalised Housing Plans for service users to ensure a managed transition to suitable settled accommodation which meets the needs of the service user (where appropriate).

This arrangement will be for 12 months.

six.3) Additional information

Dumfries and Galloway Council are looking for expressions of interest from organisations who have capacity to provide this service for 12 months. 1 April 2021 - 31 March 2022.

Conditions of contract include:

The Provider must be registered with the Care Inspectorate as a housing support provider for the duration of the service provision

The Provider shall comply with any requirement under Part 3 of the Regulation of Care (Scotland) Act 2001 for Staff to register with the Scottish Social Services Council and comply with any relevant Code of Practice issued by the Scottish Social Services Council.

All staff providing the Service should be suitably qualified, trained and experienced to a level commensurate with their duties.

The provider should ensure that all individuals engaged in the provision of services are subject to valid Protecting Vulnerable Groups (PVG) check undertaken through Disclosure Scotland.

Dumfries and Galloway Council’s Housing Options and Homeless Team has sole placement rights to the service.
