High Speed Two (HS2) Limited (HS2 Ltd) is responsible for developing and promoting the new high speed railway. HS2 will initially run between London and Birmingham (Phase One) but will subsequently be extended north of Birmingham (Phase Two).
This Periodic Indicative Notice ('PIN') relates to the forthcoming procurement for the main civils works (MCW) across the HS2 Phase 2a route (West Midlands to Crewe) (P2a).
This PIN is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including holding a pre-procurement market engagement briefing event to support the proposed procurement of P2a MCW.

P2a runs between the West Midlands and Crewe, with a line of route length of c. 58 kilometers (km), forming the first section of the western leg of HS2 Phase Two. P2a interfaces with Phase One (West Midlands) and with the existing West Coast Mainline, south of Crewe.
The P2a route is largely rural, passing through farmland, but also includes residences/residential areas and towns. It passes through a number of local authority districts, including Stafford, Stoke-on-Trent and Cheshire. Total estimated P2a elements/quantities are:
• Bored tunnel 2.5 km
• Viaducts: 6.2 km
• Embankments: 19 million cubic meters (m3)
• Cuttings: 20 million m3
• Bridges: 61 number
• 1 combined infrastructure maintenance depot/railhead
Pre-procurement market engagement documents will be made available by HS2 Ltd to registered suppliers and will include supplemental information on specific elements of the emerging procurement and delivery strategy.

- raise market awareness of the potential opportunities associated with the forthcoming procurement; and
- to engage with interested parties through market engagement, including the market engagement briefing event.

Please also note the following important notices before registering an interest:
1) This PIN is not a call for competition and is not published with the intention of reducing any time limits for the receipt of tenders.
2) HS2 P2a has been subject to an ongoing parliamentary process and royal assent has been received for the HS2 Phase 2a: High Speed Rail (West Midlands to Crewe) Bill. The HS2 Phase 2a: High Speed Rail (West Midlands to Crewe) Act 2021 is now in force.
3) HS2 Ltd reserves the right not to commence any procurement process or award any contracts in respect of HS2 P2a and to amend the requirements stated in this PIN (or as stated in any pre-procurement market engagement documents).
4) With reference to section II.1.6 (Information about lots), HS2 Ltd will provide information on its emerging thinking on division of the MCW requirement into lots in the pre-procurement market engagement documents to be made available to registered suppliers by HS2 Ltd. HS2 Ltd reserves the right to further develop and change the lotting strategy and/or other aspects of the procurement and delivery strategy as a result of pre-procurement market engagement or otherwise.
5) HS2 Ltd may undertake further and other pre-procurement market consultation exercises but, initially, the market engagement briefing event is to commence market engagement and give suppliers emerging information about P2a MCW.
6) HS2 Ltd retains the right to procure P2a MCW through its existing HS2 Phase One Main Works Civils Contracts (MWCC) framework agreement.
7) Publication of this PIN is part of the normal HS2 Ltd due diligence process on its options, and the publication of this PIN does not indicate that a decision has been made on a particular route for a procurement and/or subsequent contract award, if any.
8) Registration does not bind HS2 Ltd to include any party/economic operator in the pre-procurement market engagement exercise.
9) HS2 Ltd is not obliged to communicate with any parties /economic operators that register after the deadline for registration has passed.
10) HS2 Ltd is not obliged to respond to any correspondence on this notice or any matter related to this pre--procurement market engagement exercise and the decision to accept the registration of any interested party/economic operator, and subsequent inclusion in any engagement process shall remain with HS2 Ltd alone.
11) Non-participation in this process will not prevent any party/economic operator from participating in any procurement process in due course, provided of course that if the procurement route chosen is through the existing Phase One MWCC framework agreement, only those contractors currently on that framework agreement may participate.
12) Given the early stage of the project, and the anticipated impact of the market engagement process, and other internal processes, any information provided about P2a to the market shall be subject to change and HS2 Ltd (insofar as it is permitted by law) shall not be liable for any losses incurred by any party/economic operator as a result of reliance on such information.
