two.1.4) Short description

TPE has commenced a procurement process with potential manufacturers for the supply of new trains for use in passenger service and the provision of maintenance services.

The scope of that procurement covers;

(a) new rolling stock (the "Units") for use in passenger revenue earning passenger service on the TPE Routes;

(b) associated spares, special equipment and tooling (the "Associated Equipment");

(c) full servicing, maintenance and overhaul services in respect of the Equipment, on the basis of the TSA (the "Maintenance Services"); and

(d) potential new train maintenance depot facilities to support delivery of the TSA

two.2.4) Description of the procurement

TPE has chosen to run the procurement under the negotiated procedure with a prior call for competition under Regulation 47 of the Utilities Contracts Regulations 2016 (UCR 2016). The contract will be awarded by negotiated procedure without further publication of a call for competition, as this PIN is used as a call for competition. This procurement and all communication with suppliers will be managed electronically via FirstGroup's Wax Digital e-procurement system.

The estimate of the total value is based on if TPE exercises all the rolling stock options available including new train maintenance depot facilities.

The associated train finance operating lease will have an maximum term of 12 years. Additional information regarding the term will be provided in the procurement documents.
