two.1.4) Short description

Shared Lives is an arrangement where members of the community are recruited and trained as self-employed Host Carers to people, 65 years plus, in need of support. Time to care for others is essential and full training and support is provided to enable you to offer this valuable service. Host Carers will share their home, lives, families, interests and experiences in order to support the Service User to live fulfilled lives in the community. Support is provided within a safe and stable home and family life. Time spent with a Host Carer can range from a few hours during the day or evening, during the week or weekends, to a short overnight break or long term care arrangement hence offering flexible work patterns.

Shared Lives is an alternative to day opportunities, short breaks in a care home, or long term care.

Providers will be required to deliver a Shared Lives service for individuals who are actively in receipt of HSC services aged 65+ who live in the Trust area, based on assessed need.

Providers will be expected to;

- Publicise the service and recruit Host Carers

- Assess, background check in line with Access NI and train Host Carers

- Receive referrals from the Health and Social Care Trust and promote the service

- Match Service User to Host Carer and closely monitor thereafter

This Prior Information Notice has been published by the Procurement and logistics organisation (PaLS) Business services organisation (BSO) on behalf of the Health and Social Care Board (HSCB) and 5 Health and Social Care Northern Ireland (HSCNI) Trusts; Belfast Health and Social Care Trust (BHSCT), Northern Health and Social Care Trust (NHSCT), South Eastern Health and Social Care Trust (SEHSCT), Southern Health and Social Care Trust (SHSCT) and Western Health and Social Care Trust (WHSCT). This PIN is intended to inform the market that the contracting authorities are proposing to appoint Providers to deliver a regulated Shared Lives service to older people residing in the 5 HSCNI Trust areas. PaLS therefore wish to carry out pre tender engagement with interested Providers.. This Tender is governed by the Public Contract Regulations 2015. The service being tendered is classified as a ‘Social and other specific service’ therefore the Light Touch Regime (regulations 74-77) applies.. This pre-tender engagement will take the form of a paper and questionnaire for providers to respond to. The purpose of this engagement is to inform the market that Health and Social Care Northern Ireland (HSCNI) are planning to procure the provision of a Shared Lives service in Northern Ireland, engage the market, receive feedback from Providers by outlining HSCNIs proposed requirements for the service and gauge the level of interest in the provision of the Service.. The pre tender engagement paper and questionnaire will be available on eTendersNI (https://etendersni.gov.uk) under resource ID 3325671. Potential providers are asked to submit their responses to the questionnaire on eTendersNI by 15:00 on 19th February 2021. Any interest shown in the pre-tender engagement does not constitute a commitment to participate in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise. Please note this tender will be open to organisations from all sectors.
