Residential accommodation for children and young people (CYP) aged 7 years up to age 25 years who have learning disabilities and/or autism and complex behaviours who can no longer be managed within the family home. One home in South West Ipswich (Wherstead) will accommodate up to four children. A second solo Children’s home which will come under the same registration is located in an emergency bed bungalow (Shotley). The solo accommodation will be used on an as required basis. The two accommodations will be leased to the service contractor for the period of the contract. The Contract is for the period 29th August2022 - 28th August 2026 with the option to extend for up to 36 months.Tender is advertised as an open with negotiation tender process under the Lighter Touch Regime. Please see the ITT for further information.

This procurement complies with the Light Touch Regime under the Public Contracts Regulations 2015 and is an open competitive process with negotiation. Electronic ordering will be used and electronic invoicing willbe accepted and electronic Payment will be used. If the Contracting Authority identifies that the scope of this procurement falls within a business sector which may be attractive to infiltration by organised crime groups, the Contracting Authority reserves the right to include enhanced probity checks / requirements at the award stages of the procurement.Precise information on deadline(s) for review procedures: Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicatedto the tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. If an appeal regarding the award of contract has not beensuccessfully resolved: The Public Contracts Regulations 2015 as amended provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Walesand Northern Ireland). Any such action must be brought promptly.Procurement Policy Note 09/21 requires us to calculate the value of contracts inclusive of VAT, however we can advertise them exclusive of VAT. The advertised value here is £8,000,000 exclusive of VAT.£8,000,000 The total potential advertised value for the period of the contract includes both the service at Hestia, full use of the emergency beds and additional support hours for both the contract and the extension period.Bids will not be considered which are over £4,500 per placement per week for the service at Hestia House for the period of the contract. (as calculated using the following formula = (annual cost/52)/4)
