This is the Request for Information used to engage early with suppliers and shape the requirement for the future Provision of Transport Services for the Movement of Fuels within the UK for the Front-Line Command.
The Authority has a requirement for the provision of transport services for the collection and delivery of Aviation and Marine fuels within the mainland United Kingdom The required service covers the provision of vehicles and drivers for the transportation (collection and delivery) of various fuels from storage sites to MOD locations. The service comprises the following elements:
a. Routine haulage of aviation fuel to airfields and other aviation fuel users from the four Petroleum Supply Depots (PSD) road loading sites on the Exolum (previously CLH-PS) pipeline system.
b. Occasional road haulage of aviation fuel to airfields routinely supplied by the Exolum pipeline system if the pipeline system is temporarily interrupted.
c. Routine haulage of marine diesel and marine aviation fuel from OPA managed Oil Fuel Depots (OFDs) to Naval Bases (HMNBs) or Royal Navy Air Stations (RNAS)
d. Occasional deliveries of marine diesel and marine aviation fuel to other ports, normally on the East coast of Scotland from OFDs (delivery requests may occasionally have a short-notice lead-times).
e. Occasional returns of marine diesel or marine aviation fuel from ports or HMNBs to OFDs (delivery requests may occasionally have a short-notice lead-times)

3. Usual specifications of the products to be transported are as follows:
a. AVTUR F-34 FSII UK Defence Standard 91-087 (latest issue).
b. AVTUR F-35 UK Defence Standard 91-091 (latest issue).
c. AVCAT F-44 FSII UK Defence Standard 91-086 (latest issue).
d. Marine Dieso F-76 UK Defence Standard 91-004 (latest issue).
4. For the purpose of the RFI, The Authority are seeking information and feedback to the two parts listed below. Part (A) includes a set of general questions regarding the Provision of Transport Services for the Movement of Fuels Within the United Kingdom as a whole, whereas Part (B) is regarding just the Scottish region specifically.
5. All submissions provided to the Authority are confidential. Please note, the Authority may wish to contact you for additional information.
6. All submissions for the RFI must be provided via the DSP and/or emailing DESCommodities-Comrcl-Fuel@mod.gov.uk by 12:00 (GMT) on 7th February 2022 date.
