NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Bedfordshire, Luton and Milton Keynes Integrated Care Board (BLMK ICB) (referred to as the Commissioner) wishes to seek expressions of interest from GMS and APMS contractors who already deliver primary medical care services in the BLMK area to undertake short-term caretaking services at Ivel Medical Centre in Biggleswade, Central Bedfordshire for a period of 18-24 months starting from 1 June 2023, with the subsequent intention of going out to the market for a full commercial procurement.
The caretaker contract will have an estimated value of between £2.75 million - £3.6 million.

Ivel Medical Centre is a practice with a list size of 13,683 (13,025.43 weighted) as of September 2022. It is situated in the pleasant market town of Biggleswade in Central Bedfordshire. BLMK ICB is seeking expressions of interest to appoint a short-term caretaker provider or 18 months from 1 June 2023 – 31 October 2024 to stabilise the service before going out to full commercial procurement for a new longer-term Alternative Provider Medical Services (APMS) contract.

Due to the timescales involved, the initial intention is to appoint a short-term caretaker provider on an APMS basis who is already familiar with the local systems, pathways and processes. The caretaker provider will need to use their knowledge of delivery of primary care medical services within BLMK to mobilise quickly and bring stability to the practice’s staff and patients while building resilience and providing reassurance to the local community.

This will enable us to ensure a safe and sustainable GP service is delivered while we work with local system partners to develop, consider and implement longer term plans for meeting the ongoing general practice needs of patients. Following this period of stabilisation, we intend to go out to tender for a longer-term APMS contract.
