Description
The Court Funds Office (CFO) provides a banking and investment service for the civil courts in England and Wales, including the Court of Protection. The CFO exists to discharge the legal responsibilities of the Accountant General (AG). It is the AG's responsibility to safeguard funds in court. The Administration of Justice Act 1982 (Primary) and Court Funds Rules 2011 (Secondary Legislation) provide for CFO's statutory requirements. The Office of the Accountant General (OAG), part of the MoJ, provides oversight over the services provided by the CFO.
The CFO service, under the instructions of the Court, allows for deposits to be lodged, paid out and to interact with the Lord Chancellor's equity Investment product (Tracker Fund) provided by Legal & General for court clients {mainly Children and Court of Protection Clients (CoP)}. CFO also provides operational and back-office services for all said activities. Given the specific rules and regulations, the current service provided includes bespoke and manual requirements not ordinarily provided by a banking service provider.
This procurement aims to deliver a solution that enables the complete digital transformation of the CFO service, providing clients with secure, web-based access to account information and processing, while removing legacy barriers to efficiency.

Engagement process description
The Ministry of Justice (MoJ) is undertaking a Preliminary Market Engagement (PME) activity in accordance with Section 16 of the Procurement Act 2023.
The purpose of this engagement is to improve MoJ's understanding of the current market for the provision of the Court Funds Office (CFO) service, including market capability, delivery models, innovation, and commercial considerations. Information gathered through this PME will be used solely to inform MoJ's internal planning, procurement strategy, and development of future requirements, prior to any decision being taken to commence a procurement.
This PME is being conducted through the issue of a Pre Qualification Questionnaire (PQQ). The PQQ is being used purely as a structured market engagement tool and does not form part of any procurement process.
For clarity:
• The PQQ is not a procurement Pre Qualification Questionnaire;
• The PQQ will not be used to assess supplier suitability, capability, or eligibility;
• The PQQ will not be scored, ranked, or used to shortlist suppliers; and
• Submission of a response will not result in any exclusion, selection, or advantage in relation to any future procurement.
The PQQ has been selected solely as a proportionate and efficient method of gathering consistent and comparable market information from interested suppliers.
How to Access the PME PQQ
1)The PME Questionnaire is available via our e-sourcing platform (Jaggaer) at https://ministryofjusticecommercial.ukp.app.jaggaer.com/web/login.html. If you do not have an account with Jaggaer, please register on Jaggaer to create an account. 2) Navigate to the left side menu and click on 'PQQs Open to All Suppliers'. Find and click on 'PQQ_556 - Court Funds Office Service (Market Engagement Only)'
3) You can express an interest by clicking 'Express interest'. Suppliers are required to download the questionnaire, complete it, and re-upload the completed document to the PQQ prior to submission.
The deadline for submission is 12 noon on Friday, 23rd January 2026.
