Newham Council has an existing Pseudo Dynamic Purchasing System (known as PDPS). The initial round was awarded 31/03/2022. The Contract Award Notice for the PDPS is https://www.find-tender.service.gov.uk/Notice/080665-2025

The PDPS services scope is fully set out in paragraph 2 below.

The PDPS is currently opened for new entrants to join subject to the PDPS selection process as per the Public Contracts Regulations 2015 (PCR). This selection round was opened under Contract Notice 2025/S 000-075111. Newham Council plans to extend this round to 12/03/2026. This is to allow for interested suppliers to access the PDPS and submit their requests for entry to join the PDPS.

The Council will is also seeking to hold a virtual Meet The Buyer Event on Wednesday 28th January 2026 at 10:30am as part of this process.

The event will be an opportunity for organisations interested in joining the PDPS and/or in the forthcoming potential mini-competition via the PDPS for Clova Road to understand the Council requirements and get an opportunity to ask questions.

Overview of the Clova Road mini-competition:

Clova Road is a new 8-bed home for young people aged 18-25 scheduled to open in 2027. This event will clarify key requirements of the PDPS Lot 1 Round 6 tender process and Clova Road mini tender process and share general feedback on issues identified during tender process thus far.

This event is for both organisations who are already part of the PDPS, and providers who are interested in joining the PDPS to access the Clova Road mini competition. This is not an invitation to tender. The process for the mini-competition shall be as follow:

1) Suppliers must be registered under the PDPS to take part in this mini-competition. New suppliers must submit their bids by the end date of the current round - 12/03/2026. Please note that this date may be altered as required. In the event of alteration, the Contract Notice 2025/S 000-075111will be updated accordingly to inform the market.

2) Following closure of Round 6, suppliers who have submitted a bid will be assessed and if successful will be admitted onto the PDPS.

3) A mini-competition (subject to approval of the Council's corporate and governance processes) will then be undertaken via Lot 1 of this PDPS.

The London Borough of Newham (PDPS) Commissioning Homes for Looked After Children and Care Leavers includes the provision of:

Lot 1: Provision of Semi-Independent Living Services (now Supported Accommodation regulated by Ofsted)

Lot 2: Provision of Children's Homes regulated by Ofsted

Lot 3: Provision of Supported Lodgings

Lot 4: Provision of Independent Fostering Agencies (IFA) regulated by Ofsted

Clova Road is a new high support provision for Care Leavers and homeless young people aged 18-25, scheduled to open in 2027. A mini tender via the PDPS Lot 1b is currently planned to be undertaken in Q2-3 2026 to award the service delivery contract for Clova Road. These timelines are indicative only and will be subject to Council priorities and governance processes.
