Explanation:
The Department for the Economy must ensure continuity of service for this critical business function and require a modification of this contract value to align the contract duration with the original intent therefore ensuring the system operates for the full period envisaged at award. This contract was initially awarded for 5 years with optional extension periods of 3 + 2 years intended to commence from the system’s go-live date. However, due to implementation delays the system did not go live as early as planned and because of this the Department has lost several years of steady state operational. To address this, we propose extending the contract end date from 28/11/2026 to 08/12/2029, thereby achieving the full 10-year operational period as originally intended.
The Authority will be relying on Regulation 72(1) (b) Additional works, services or supplies “have become necessary” and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs. This modification is for a total of £542,060 leading to a revised contract total of £2,474,557.00
