The ‘Intervention Hub’ (https://www.intervention-hub.com/) provided by Intervention Consultancy Limited is a unique platform delivering the largest and broadest range of online programmes that address offending behaviour and support the rehabilitation of offenders, There are currently 12 programmes, with content developed by commissioned subject matter experts for the Intervention Hub, with a further two programmes planned to go live in 2021.
The platform hosts programmes for victim awareness, anger management, emotional wellbeing, alcohol awareness and cannabis awareness and other aspects of behaviour, including a programme for women offenders. They provide on-line blended learning through video, audio, questions and self-consideration. The programmes can be delivered either with support or the user can do them alone are approximately 2-3 hours long (if completing by yourself).
The platform has been developed in-house along with a live time management reporting system that sits behind the front end programmes, which can provide individualised post programme reports for each service user, as well as being able to be aggregate the impact of a cohort of service users for commissioners of services. The Intellectual Property Rights for both the platform and programmes are held by Intervention Consultancy Limited.
It is considered that the service to be delivered (a digital multi-diversionary activity rehabilitation platform) can only realistically be undertaken “…by a particular economic operator [i.e. The Red Snapper Group)]…where competition is absent for technical reasons…” as per (Art 32 (2) (b) (ii) of Public Contracts Regulations 2015) as ‘The Innovation Hub’, due to the breadth of rehabilitative activities accessible through the platform, is considered to be technically unique and could not be delivered via bespoke development of software within the budgetary and timescale constraints of the project.

six.3) Additional information
On-line research suggests that there are no other platforms that provide the range and type of on-line learning in one place that is, supported by the digital platform and live management reporting system. As it has all been developed in-house by Intervention Consultancy opportunities to build on the current platform are being explored, including developing a bespoke ‘triage’ questionnaire to direct offenders to the most appropriate programmes to meet their needs and developing more localised programmes, particularly for female offenders.
These additional components are planned to be developed by the end of March 2021.
