Public Health England (PHE) has awarded a contract to Tasso Incorporation for the supply of SST M20 kits and adapters urgently needed to support COVID-19 work.

PHE discharges its duties as a Category 1 Responder to emergencies on behalf of the Secretary of State for Health within the scope of the Civil Contingencies Act 2004 (CCA 2004).

The length of this contract is for one year.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • Extreme urgency brought about by events unforeseeable for the contracting authority

Explanation:

The Government must protect the health and well-being of UK citizens. The COVID-19 outbreak is a Public Health Emergency of International Concern (PHEIC) as declared by the World Health Organisation on 30 Jan 2020. The WHO Director General characterised COVID-19 as a pandemic on 11 Mar 2020.

PHE discharges its duties as a Category 1 Responder to emergencies on behalf of the Secretary of State for Health within the scope of the Civil Contingencies Act 2004 (CCA 2004).

This urgent requirement is in response to the COVID -19 outbreak. A direct award has been made due to extreme urgency under current public procurement regulations using regulation 32(2)(c) for the purpose of procuring self-sampling blood bits kits for COVID-19 surveillance studies which the Immunisation and Countermeasures department has been instructed to undertake by PHE and DHSC.

The kits will be used for surveillance studies in educational, care homes, community, and public health research studies settings.
