If the Council were to rollout this new collection service, then the Council would require processing capacity to handle the additional garden waste which it would collect.

Dumfries and Galloway Council (“the Council”) is considering whether to implement a garden waste kerbside collection service for residents within the region. If the Council were to rollout this new collection service, then the Council would require processing capacity to handle the additional garden waste which it would collect.
Approximately 4,000 tonnes per annum (tpa) of garden waste is currently handled by the Council via the HWRCs. If the Council were to implement this new collection, it is anticipated that the volume of garden waste collected from the kerbside would be c.7,000 tpa, whilst the volume of garden waste which is deposited at HWRCs is likely to reduce - we estimate that approximately 2,000 tpa would still be deposited this way.
In total, the Council therefore anticipates that it may handle c.9,000 tpa of garden waste. The Council will require processing services for all of this waste, either via one large contract or a number of smaller contracts. Our approach to how this 9,000 tpa is packaged into a procurement will be guided by the market, depending on what is attractive to garden waste processors.
A Market Engagement Questionnaire has been uploaded to this Prior Information Notice that gives further information and for completion if this is of interest. This questionnaire is designed to provide potential waste processors with further information about the potential requirements of the Council, and for the Council to seek information on potential processing solutions that could be available.
