The purpose of this market sounding exercise is to seek responses from those parties who may be interested in exploring a commercial supply of hydrogen from Aberdeen City Council production facilities (TECA/ACHES) in 2023 and beyond.

two.2.4) Description of the procurement
Aberdeen City Council (The Council) offers to supply Green and Grey hydrogen fuel as required to different customers who are aiming to reduce their emissions and transition towards a net zero economy. The hydrogen offered is of fuel cell grade meeting at least one of the
following standards: SAE:J2719_20151, ISO14687:2019, grade D. Fuel can either be collected or offered to be delivered using tube trailers and be available for supply from Spring 2023 from an initial supply location.
We are seeking through this PIN to identify potential customers who are commercially interested in entering into discussions about being an off-taker for the hydrogen available from the Council in 2023 from its local production assets.
This interest can be a range of options including:
1. Collection from production site in Aberdeen
2. Delivery to usage site
3. The Council are willing to discuss other options that may be of interest to you
An Expression of Interest form is attached to the PIN notice and we request that those interested complete and return this to the nominated contact point.
The potential customer must commit to the creation of an acceptable agreement to cover the supply of hydrogen and if required, engage in a supplementary agreement for the delivery of fuel to usage site. It is estimated the initial volume of hydrogen available to potential customers is between 700 Kg – 800 Kg green hydrogen per week, with further supply available Winter 2023 increasing potential available to customer to up to 2,100 Kg green and grey hydrogen per week.
The potential customer will have the option of fuel availability 7 days per week, 24 hours per day – subject to operational need.
The Council will ensure that any requirement for hydrogen fuel transport delivery support is provided and will be in accordance with existing and future health and safety and legislative requirements.
The Council is undertaking early market research to inform itself of the potential demand and to ensure industry feedback is used to shape, as appropriate, the overall strategy.
All interested organisations are therefore encouraged to provide feedback via a survey response, the link to which is noted below.
