two.2.4) Description of the procurement

NHS National Services Scotland is exploring the options for the possible procurement of an electronic consent form application with digital content management and to further understand the current landscape and capabilities.

The Scottish Government (SG) has engaged NHS National Services Scotland (NSS) to deliver an electronic consent form application that can integrate multiple digital signatures into various forms held within a Document management system.

The initial use case is for the solution to standardise the process for adult SACT consent across Scotland, with the potential of expanding the scope to include further use cases and should be capable of being rolled out to other clinical specialties over time such as paediatric SACT, clinical trials, radiotherapy, or surgery.

The solution will enable the completed form and the data for each completed SACT form to be integrated into each patient's medical record and support Public Health Scotland (PHS) in the collection and analysis of SACT data in partnership with Cancer Research UK.

Patients receiving SACT therapy may have to travel between health boards for treatment. As such, ensuring visibility of the consent form to patients and appropriate health professionals who need to view it, while ensuring robust security and patient confidentiality are essential requirements.
