NHS Norfolk and Waveney Integrated Care Board is inviting suitably qualified and experienced providers to express their interest in delivering a Specialist (Tier 3) Weight Management Service

The purpose of this advert is to invite the market to engage and provide feedback on the draft specification in the form of an online questionnaire.

The deadline for Soft Market Testing responses is by 17:00 hours on 30th January 2025.

Please note this is a market testing exercise and does not commit the ICBs to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.

two.2.4) Description of the procurement

The Specialist (Tier 3) service across Norfolk & Waveney will offer the opportunity for service users who meet the qualifying criteria to access a weight management programme tailored to their needs including reasonable adjustments and additional support where appropriate.

The Specialist (Tier 3) weight management service specification will incorporate both standard services and enhanced services for those service users with more complex health needs (co-morbidities) either independently or in partnership with other providers.

The service aims to:

● Encourage long term behaviour change by offering a programme which promotes physical activity and reduces sedentary behaviour; promotes healthy eating and supports the psychological barriers to unhealthy relationships with food; supports and recognises the relationship between mental health and obesity and offers a system throughout the programme which will support the psychological needs of everyone who attends.
● Reduce the number of people living with obesity, improving the long-term health of the people of Norfolk & Waveney and reduce the burden of disease and need for social care.
● Function as part of a seamless care pathway for adults with obesity; to proactively work in partnership with services provided at tiers 1, 2 and 4. To refer service users onto to existing services which support behaviour change and encourage where appropriate socialisation and reduce isolated behaviour. To improve self-esteem of participating individuals.
● Prevent or reduce the incidence and health care activity of obesity related illness.
● Reduce avoidable secondary care workload by delivering first line interventions using a blended model of face to face, outreach and virtual appointments in locations across Norfolk and Waveney ICB. The service aims to be a specialist obesity / weight management resource for other health professionals.
● Increase awareness of obesity, education and management within Norfolk & Waveney ICB and embed a health promoting culture.
● Effectively manage the access to Tier 4 services and support direct referrals of patients, where possible
● Undertake comprehensive stakeholder engagement to inform practice, referral confidence and workforce development
● Work with Norfolk & Waveney ICB to improve and ensure consistency, in the quality, effectiveness and affordability of these services.
● Work proactively with GP practices to ensure appropriate referrals are made and responded to promptly.
● Use population health management strategies, to inform acceptance criteria and targeting.
● The ICB will work with providers using Eclipse data management systems to assist in the identification of service users with agreed BMI and clinical thresholds. This information can be produced at PCN / GP Practice level to highlight areas of highest need or clinical complexity.
● Facilitate the setting up of self-help / peer support groups for service users who would benefit from ongoing support following their successful completion of Tier 3 or Tier 4 programmes.

The Commissioners are keen to receive feedback on the existing service specifications and to support the development of new service specification

The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach, model and timelines;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to provide feedback via an online questionnaire.

A further advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent process if you choose not to respond to this market testing process, but the Commissioner wishes to understand your views. The deadline for Soft Market Testing responses is by 17:00 hours on 30th January 2025.
