The Association of North East Councils Limited trading as the North East Procurement Organisation ('NEPO') invited tenders for organisations to participate in a 48 month Framework Agreement ('the Agreement') for the supply of Heavy Goods Vehicles(HGVs), including converted/unconverted chassis and drivetrain conversions on a purchase or lease basis. The Agreement will be used by NEPO and may also be used by all local authorities and other organisations located in the United Kingdom.

The agreement is available to all current and future members of The ProcurementPartnership Limited's (TPPL) buying club. A list of members of TPPL can be obtainedfrom

The contracting authority incorporated a standstill period at the point information of the award of the contract was communicated to bidders. That notification provided full information on the award decision. The standstill period which was for a minimum of 10 calendar days, provided time for the unsuccessful bidder to challenge the award decision before the framework is entered into. The Public Regulations 2015provide the aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
