Scottish Borders Council is seeking expressions of interest from suitably qualified providers to participate in the forthcoming framework to provide early learning and childcare funded placements for 2-4 year olds as required by the Children and Young People (Scotland) Act 2014.
It is anticipated that the framework will run for 3 years with options to extend for up to 2 years.

two.2.4) Description of the procurement
Scottish Borders Council is required by Scottish Government, under the Children and Young People (Scotland) Act 2014, to provide funded placements for early learning and childcare and is seeking expressions of interest from suitably qualified providers.
The funding follows the child approach will be utilised. Settings will be commissioned to provide early learning and childcare places for up to 1140 hours to all 3 and 4 year olds, and eligible 2 year olds, on behalf of Scottish Borders Council. Eligibility of children will be determined by the local authority.
Parents will be guided to a list of approved providers to enable them to make the choice of placement for their child. Placements will be provided in a nurturing setting and all providers delivering the funded hours will have to meet the National Standard for Early Learning and Childcare providers. The National Standard sets out a clear and consistent set of quality criteria. Only those Providers achieving the required minimum standards and who meet quality criteria will be eligible to be considered.
The placements must be:
1. Available for all 3 and 4 year old children, and eligible 2 year old children.
2. A minimum of 1 to maximum of 10 hours per day. This is subject to review according to Scottish Government guidelines.
3. Capable of delivering up to 1140 hours per child.
4. Available a minimum of 38 weeks of the year (normally term time).
5. Free of charge to the parent.
6. Flexible to meet the needs for Children/Parents/Carers/Families.
7. Delivered in line with Children and Young People (Scotland) Act 2014.
