Explanation:

These are bespoke databases that have been designed and maintained by the current provider (ICIFM). It has been decided to convert these databases to SQL format during the next 12 months. Once in the new format, a service contract will be tendered for. Given the short contract and the need for a provider to get up to speed with bespoke coding, we feel that a satisfactory outcome with another service provider is unlikely.
