two.1.4) Short description

As a Waste Disposal Authority, Devon County Council is responsible for providing facilities (Household Waste Recycling Centres (HWRCs)), at which members of the public can discard their bulky household waste.

The authority manages a network of 19 HWRCs which manage approximately 80,000 tonnes per annum of household waste. Of the 19 HWRCs, Deepmoor HWRC in the District of Torridge is subject to contract with a third-party service provider and therefore not part of this contract.

In 2023-24 the 18 HWRCs involved in this contract handled approx. 79,000 tonnes of waste in total, while the two Waste Transfer Stations handled approx. 12,000 tonnes.

The focus of the contract shall be to reduce residual waste, maximise recycling, re-use and re-sale, whilst minimising cost.

The existing contract under these services is due to expire on 31/03/2026 and as part of the planning process for the new procurement to replace this service the Authority wishes to undertake a level of pre market engagement in order to better appreciate and understand the market for this service and ensure it can produce a specification, tender process and final contract as attractive as possible to potential suppliers.

We are looking to appoint a single provider for this contract.

two.2.14) Additional information

Please note this notice is not a call for competition.

The Authority is seeking the thoughts of potential suppliers on a number of areas including but not limited to, contract requirements and contract timescales and structure.

The Authority invites potential suppliers to attend a supplier interview set around a published set of structured questions. These structured question are available for viewing, along with the RSVP document and a briefing cover letter, following completion of an expression of interest. These interviews will be held in w/c 17th February 2025 via Microsoft Teams. This process will assist the Authority in preparing a tender that is deliverable, practicable, and encourage open participation to a wide market providing a cost-effective service for the Authority.
