Crosskeys Homes (“CKH”) has been in contract with Mears Ltd since April 2009 on a fifteen year term contract (10+5 years) under a bespoke form of the TPC2005 Term Partnering Contract. The contract delivers an integrated asset management service comprising housing repairs & maintenance, void refurbishments, health & safety and statutory compliance services, cyclical decorations, various estate improvement works and a programme of planned capital refurbishments, together valued at circa £25,000,000 (twenty five million pounds) per annum. The fifteen year term is due to expire on 31st March 2024 and CKH is preparing to launch a re-procurement exercise for its repairs & maintenance requirements following a period of soft market testing. In order to facilitate this period of market engagement and the re-procurement exercise, CKH is extending the existing contract with Mears for approximately one year. Further details of the proposed extension are set out in a Voluntary Transparency Notice published by CKH on the Find a Tender Service on 15 January 2024. CKH now wishes to undertake a soft market testing exercise to explore various re-commissioning options for the new procurement and to consider the current market appetite for the proposed scope of work. From April 2024, and following the conclusion of this soft market testing exercise, CKH will start preparations for the procurement exercise for the new contract. The new contract is expected to commence in 2026, and CKH envisages a mobilisation period will be required ahead of the new contract starting. The market testing exercise will offer interested organisations the opportunity to hear more about CKH’s vision and wider strategic priorities and, in turn, CKH will invite views from the market that will inform how the final procurement strategy is shaped. Interested organisations are invited to attend an on-line briefing session at 10:00am, Tuesday 30 January 2024 after which, participants will be invited to complete a brief questionnaire which will be made available to those organisations who express interest in this market testing exercise. The answers to that questionnaire will help shape CKH’s final approach and procurement route. CKH reserves the right to conduct additional conversations with respondents as part of this market testing exercise.
