The Authority has estimated the value of the services to be £45,000. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on 27th January 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Hull City Council (The Authority) has awarded a contract to provide General Practice based NHS Health Check Programme. The contract was awarded via Direct Award - Most suitable provider under the Provider Selection Regime (PSR) . The contract is anticipated to commence 28th January 2025 ending by 31st May 2025. The Authority has estimated the value of the services to be £45,000.

This is a Provider Selection Regime (PSR) award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations do not apply to this award.

7. Key Criteria:

Quality and Innovation - We are seeking to achieve health check provision that enables cardiovascular risk to be identified and patient care, support and adv ice to be optimised following clinical risk assessment. The update of clinical records following the health check is an essential element of the health check and underpins clinical care, audit and evaluation of programme delivery.

Value - Payment is for a pilot service and acknowledges some service development costs although the majority of the payment is for Health Check Activity.

Integration, Collaboration, Service Sustainability

The Federated delivery model being tested is very attractive as working with a single provider streamlines commissioning processes, ensures more consistency in delivery approach and supports performance monitoring and quality assurance.

Improving access - The approach describes in the pilot is explicitly designed to address inequity in access to health check delivery amongst population groups who experience greater barriers in accessing preventive health care.

Social Value - The provider are Hull based Primary Care organisation who have stated they will re-invest any surplus revenue into clinical services.
