two.2.4) Description of the procurement

Future Chippenham Distributor Road Early Contractor Involvement.

Wiltshire Council is in the process of developing a procurement strategy to deliver the Future Chippenham Distributor Road.

The Council has secured £75m of Housing Infrastructure Fund (HiF) from the Ministry of Housing, Communities and Local Government to support the delivery of a new distributor road to the east and south of Chippenham that will unlock land to support housing development.

The road will be routed to the south and east of Chippenham, running from the A350 Lackham roundabout in the south, across the A4, to the western edge of the Rawlings Green/Summix development site, where it will join a new bridge over the Great Western Railway Line. An additional link road is included to connect the new distributor road to Pewsham Way.

A number of structures are required including viaduct bridges carrying the road over the River Avon and associated flood zones in two locations, one to the north of Lackham College and one at the eastern edge of the Rawlings Green development site.

It is envisaged that the single carriageway all-purpose distributor road and link road will be designed to urban geometry standards and include adjacent cycle and pedestrian routes, sustainable drainage systems, street lighting at new junctions, landscaping and environmental mitigation. New utility supplies to serve future residential developments are included within the road corridor.

There are three proposed routes which are subject to public consultation, with total road route lengths ranging from 7.8km to 9km. A decision on the preferred route will be made after the conclusion of the public consultation. To this end there will be a Webinar held on 18th February 2021 at 1400 via Microsoft Teams.

The purpose of the event is to discuss the project and the current procurement strategy options under consideration to enable supply chain feedback to influence the strategy. This opportunity is likely to be of interest to organisations with a track record of delivering major highways infrastructure contracts.
