Norfolk County Council is seeking to procure a Tier 2 Weight Management Service for Children and Young People in Norfolk. The Service will commence on the 1st of October 2024. The Provider will be expected to deliver evidence-based interventions to support Children and Young People (CYP) who are identified as overweight or obese (Over 91st Centile) within a whole family approach.  The ambition is to have an appropriate, developmental approach and to implement an intervention programme offering up to a 12-week programme of support to CYP who are motivated to realise and maintain a healthy weight. The Service will cover the whole of Norfolk and be available for  CYP aged 4 to 18 years. This service is to be delivered in two age strands.

two.2.4) Description of the procurement

Norfolk County Council are seeking to procure a Tier 2 Weight Management Service for Children and Young People in Norfolk. The Service will commence on the 1st of October 2024. The Provider will be expected to deliver evidence-based interventions to support Children and Young People (CYP) who are identified as overweight or obese (Over 91st Centile) within a whole family approach.    The ambition is to have an appropriate, developmental approach and to implement an intervention programme offering up to a 12-week programme of support to CYP who are motivated to realise and maintain a healthy weight. The Service will cover the whole of Norfolk and be available for CYP aged 4 to 18 years. This service is delivered in two age strands. 1. Strand 1 for children aged 4 to 11 years. Programmes in place to support CYP and their families to maintain a healthy weight and adopt a healthy lifestyle. 2. Strand 2 for young people aged 12 to 18 years. Intervention service for young people to gain skills and resilience to maintain healthy weight and adopt healthy life. The programme will be multicomponent that includes diet, nutrition and behaviour change techniques alongside access to physical activity interventions with the focus being behaviour change to provide CYP and their families with a legacy of healthy lifestyle choices. The Provider will ensure access to appropriate expertise in the design of the provision. This will include qualified experts such as Dieticians, Nutritionists, Behaviour change specialists and Physical activity specialists. The provider will build robust pathways with the Tier 1 and Tier 3 weight management provision in Norfolk.

The estimated value of this procurement is £300,000 per year. The likely contract length is 3 years + possible extension of 2 + 2 years but we will discuss this in the market engagement with Providers. This procurement will be managed electronically via the Council`s e-procurement system.
