Explanation:

The product involved is only available from a single supplier. This is because the product will be used onboard the UK large research aircraft (FAAM 146) and this specific product has previously been certified to fly on this aircraft. The product also has a unique combination of specific attributes, such as: mass, volume, performance, shared spares with other aircraft instruments, proven operation at altitude and data output compatible with current aircraft data systems, which makes just a single supplier available without significant alterations to the aircraft systems that are far beyond the monetary scope of this procurement.
