seven.1.4) Description of the procurement:

The NHS Act 2006 and the Health and Social Care Act 2014 give the Council a statutory duty, alongside health and other partners, to protect the health and wellbeing of its residents.

The Council recognise the significant contribution to this duty by the provision of services that reduce harm caused by the misuse, abuse and/or addiction to alcohol and drugs.

The Council intended to further improve the Service's contribution to this duty, by establishing an appropriate

balance between specialist drug and alcohol clinical treatment and holistic non-clinical recovery and person centred development for a wider range of addictions.

The Service provides ambitious service and system transformation requirements including supporting multi-agency partners to; establish a Cumbria Addictions Board and develop and implement a Cumbria Addictions Strategy

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Allocate funding to the substance misuse treatment system from the Supplementary Substance Misuse Treatment and Recovery Grant (SSMTRG) from the Office for Health Improvement and Disparities (OHID) and the Public Health Grant, for the

period 2024-25

Increase contract value to enable the funding allocation to the

commissioned provider; and to use the opportunity to update data protection clauses

The original contract was procured under the Procurement Contract regulations 2015 and therefore does not take account of any previous modifications completed. The modification description detailed is provided for and clearly outlined in the original contract.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The modification of contract will enable the Council and its commissioned provider Waythrough formerly Humankind to meet the expectations of Central Government stated in its From Harm to Hope 10-year drug strategy and to implement the requirements placed on the Council by the MoU with OHID, and to allocate planned Public Health Grant funds to the service
