two.2.4) Description of the procurement

Direct award contract for the provision of district heating and hot water to Bradford Combined Court, with a duration of 20 years. This is to be supplied following connection to the Bradford Heat Network.

This agreement covers ongoing supply of district heating and hot water only. A separate contract was signed for works related to connection to the heat network.

Purchasing heat from district heat operators is a key plank in decarbonising the MOJ and HMCTS estates and contributes to achieving the Greening Government Commitments (GGC) and the MOJ’s ambition to achieve net zero carbon by 2050 or earlier.

Explanation:

The contract is being direct awarded on grounds that competition is absent for technical reasons. There is only one district heating network available in Bradford. This is in accordance with Regulation 32(2)(b)(ii) of the PCR 2015.
