The potential new requirement will be a key element of Government’s reform of the adult social care workforce. These reforms form part of wider reforms to social care set out in the ‘People at the Heart of Care’ White Paper.

two.2.4) Description of the procurement

Anticipated Timeline:

• ITT estimated to be released end of January 2023

• Contract awarded March 2023.

• Anticipated end of contract date of July 2023.
The Authority may require a Supplier or multiple Suppliers to develop new qualification framework specifications for the ASC Sector. The main output will be specifications that awarding bodies can work from in developing their own versions of qualifications. This requirement is currently at the pre-tender stage, the purpose of which is to engage service providers providing an opportunity to: -
1. Get a clear understanding of what business outcomes the Authority requires and ask questions regarding the proposed scope of work.
2. Notify the market and encourage market participation in the pre-market engagement activities that will take place in the development of this project

3. Notify the market of the intended procurement route, to provide potential suppliers the opportunity to join the relevant CCS framework (CCS DPS RM6219 Learning and Training Services).



This requirement focuses on two new qualifications that we want to bring forward for the workforce:



Care Certificate qualification - based on existing 15 standards at Level 2

Digital Skills – a new Level 5 leadership award based on the Digital Skills Framework



A partner will develop specifications for the two qualifications above, working closely with the care sector and training and qualifications sectors.
We are inviting interested parties to join any future market engagement events that we may hold- 20th January 2023. We have also published an Request for Information (RFI) and draft specification) If you are interested in being contacted regarding a market engagement event and wish to respond to the RFI please follow these steps:

5. Send email address(es) of attendees to market engagement event through Atamis Portal and, market engagement event details shall be sent through. The event shall be held 20/01/23 1130 -1300 via Microsoft Teams

Use of framework CCS DPS RM6219 Learning and Training Services is expected for this procurement.
