The Authority has a requirement to award a three year contract for the provision of an on-line learning service to support the delivery of distance, blended and residential learning to students for a variety of IT based subjects including Service Management, Networking and Programming at The Defence School of Communication Information Systems (DSCIS). The Authority is looking to award a three year firm priced contract for the Provision of an E-Learning Service. The current solution is due to expire within the next 6 months and the solution offered must be ready to go live by the required date having migrated all previous learning accounts. Objective criteria for choosing the limited number of candidates:
The Authority will use the PQQ response to create a shortlist of Tenderers who are eligible to participate; fulfil any minimum economic financial professional and technical standards; and best meet in terms of capacity and capability the selection criteria set out in this PQQ. Full details of the method of choosing the Tenders are set out in the PQQ. It is the intention to down select to between approximately 5 and 10 highest scoring suppliers who will be invited to tender, providing they meet the overall percentage pass mark of 60%, do not score lower than 2 points and and receive a pass in any pass/fail question within the PQQ. If a supplier scores below 2 in any of the questions or receives a fail in a pass/fail question, then they will automatically fail the evaluation and will not be invited to participate any further.
