two.1.4) Short description

The Council wishes to emphasise this is not a call for competition, the purpose of this Prior Information Notice is to advise the market on the forthcoming procurement and seek ideas and feedback from the market that may inform the specification.

The procurement of the Locking of Park Gates contract is for the provision of locking of key park sites throughout the London Borough of Tower Hamlets. The contract is being procured in collaboration with officers from other Directorates that require these services.

The procurement of this contract will be in line with all legislation, British and European Standards (as amended), sound and accepted best practice implicit in the specifications and public/user health and safety.

The contract will also be procured in line with the Parks and Open Spaces strategy, and all relevant existing and future parks specific strategic documents in line with Green Flag best Practice standards

In 2005 the Council agreed an Open Space Strategy for the borough, which sets out LBTH intentions for protecting and improving public parks, open spaces and other landscape areas in the public realm. Updated in 2016, it includes commitments to improve the accessibility and quality of sites and service provision.

The contract is for the Locking of Park Gates throughout the London Borough of Tower Hamlets.

The contract is for the provision of services including but is not limited to:

1. Locking and Unlocking of designated park gates throughout Tower Hamlets

2. Ensuing parks are safely evacuated during locking operations

3. Reporting of Anti-Social Behavior and Crime

London Borough of Tower Hamlets will be procuring this new contract on a 3 years plus 1 plus 1 basis. This will encourage contract attractiveness to potential suppliers and reduce the cost of the contract as there will be more time for set up and mobilisation.

London Borough of Tower Hamlets will be holding a virtual supplier engagement event on Friday 4/02/2022 at 10:00.
