two.2.4) Description of the procurement

The Housing Executive is considering arranging a service to carry out occupational exposure monitoring of staff in our Direct Labour Organisation (DLO). DLO is the Housing Executive’s in-house maintenance service. DLO staff are direct employees of the Housing Executive and cover Grounds Maintenance, Response Maintenance and Electrical Inspection.

The Housing Executive may require a service to carry out exposure monitoring for:

(1) Static work sites within our DLO Depots including: welding stations, mechanical work areas and stores which includes exposure to: hazardous vapours, fumes or dusts e.g. chemicals, paints, solvents, wood dusts, or as identified by the COSHH Risk Assessment process; vibration when using vibrating tools or equipment, such as sanders, hand and bench grinders, reciprocating saws, air ratchetts, portable hand drills etc.; and noise from tools/plant and processes; and

(2) A representative sample of staff working on transient work sites, where staff carry out various operations when undertaking Grounds Maintenance (outdoors) and Response Maintenance operations (mostly indoors); which includes exposure to hazardous vapours, fumes or dusts, noise and vibration.

Techniques for noise must include personal monitoring and static/background monitoring, for hazardous substances must include personal monitoring and static monitoring where deemed necessary. On-tool monitoring is to be used for vibration.

The Housing Executive request that interested suppliers provide us with estimated costs for an occupational exposure monitoring service. An information document containing further information about DLO and a breakdown of what monitoring services we estimate is required is available on request.
