two.2.4) Description of the procurement
The authority has a statutory duty under the Environmental Protection Act 1990 to ensure that stray dogs are promptly collected so that the general public are kept safe from dog attack. Dogs can either be repatriated with their owners or housed for up to seven days in kennels.
In order to help ensure that a consistent and reliable service is provided the tender will be for a 5 year period. The tender is designed to secure the best value for money service possible, driven by tendering to a variety of parties. Direct calls from the public are expected to be managed 24 hours per day, 365 days a year and all dogs reported are to be collected within two hours of the call being received. There will be an expectation that the contractor will have demonstrable experience of previously carrying out a high quality dog collection operation.
