Unforeseen circumstances (inclement weather, unforeseen reactive maintenance requirements etc.) has resulted in a higher demand for materials than was originally anticipated. Framework is in last few months of it's lifecycle and a new tender process is under way to put in place a replacement framework. Instigating a new tender process to allow for the increase in value required would result in duplication of procurement costs.
