Key Criteria 1 - Quality & Innovation:
The Outcomes identified for this Service are:

Key Criteria 2 - Value:
The Service provides early intervention and support for people who have a mild to moderate eating disorder to meet needs and prevent individuals becoming more unwell / supporting earlier recovery. This is in line with NHS SY values to act ‘up stream’ making prevention better than the cure.” In achieving this aim the Service will contribute to system wide efforts to reduce the number of people deemed medically severe, potentially require an inpatient admission.
This direct award will enable NHS SY to more efficiently manage provision under one contract (historically the same provision has been commissioned separately at Place level).
Key Criteria 3 - Integration, Collaboration and Service Sustainability:
The Provider will work collaboratively with system partners to embed the Service within the primary and secondary care integrated mental health pathways across South Yorkshire. The Provider will work with local NHS Eating Disorder Services as part of a multi-disciplinary approach to ensure that interdisciplinary case discussions lead to improved treatment time, recommendations and outcomes for Service User’s.
It is vital that the Provider works closely with South Yorkshire NHS Foundation Trusts Community Eating Disorder services and has an established (and documented) working agreement focusing on Service User care and a two-way communication process.
The Service should adopt the FREED (First Episode Rapid Early Intervention for Eating Disorders FREED (freedfromed.co.uk) approach for the management of persons aged between 16 to 25-year-olds who have had an eating disorder for three years or less.
The Service will contribute to a number of key NHS Long Term Plan metrics including: Access to Community Mental Health Services, Access to CYP Mental Health Services, Waiting Times for Community Mental Health Services, Children and Young Peoples Access & Waiting Time Standard, with data submitted through the Mental Health Standard Data set.
Key Criteria 4 - Improving Access, reducing health inequalities & facilitating choice:
The Service will need to adopt an approach in both its delivery and workforce that enables the inclusion of, for example:
- Young adults and especially young adult Males and care leavers
- Older people
- People from our Black or other Minority Ethnic communities.
- LGBTQ+ people
- People who have co-occurring conditions
- People who are neurodivergent
- People living in deprived areas (as defined in the Index of multiple deprivation)
The Provider will develop innovative methods to better understand Service User access, experience, and outcomes.
The Provider will develop and evidence opportunities to co-create aspects of delivery with those who access the Service.
To support increasing access to the Service, the Service must offer some provision outside of normal office hours.
Key Criteria 5 - Social Value:
The service will need to demonstrate a commitment to:
• Tackling economic equality (e.g. through offering a Living Wage, flexible working arrangements, working with other VCSE organisations, creating employment and training opportunities for local people especially from deprived areas)
• Fighting climate change (e.g. working towards net zero, encouraging staff, suppliers and service users to support environmental protection and improvement, sustainable use of vehicles, buildings and products)
• Equality opportunity (e.g. disabled people represented in the workforce, taking action to tackle inequalities in pay, employment and skills, working to combat modern slavery and trafficking)
• Wellbeing (e.g. supporting workforce with mental and physical health and wellbeing, supporting staff collaboration with the local community, improving access to green space)
Specifically, commissioners expect the provider to:
• Encourage staff, suppliers and customers to support environmental protection and improvement such as reusable and recyclable products.
• Offer face to face support in each of the South Yorkshire Places. The locations for delivery must be accessible and have good public transport links. Where possible the Service should be co-located with other NHS/local authority/VCSE Services to reduce the environmental impact and maximise existing assets.
• Pay all staff the living wage as a minimum and to support requests for flexible working.

The lifetime value of the contract is £2,593,113.
