The works/goods/services can be provided only by a particular tenderer for reasons that are:

The Ministry of Defence (the Authority) has awarded a Single Source Contract with Pearson Engineering Ltd for the Repair and Refurbishment of Specialist Front End Equipment (FEE) and Obstacle Marking Equipment (OME) fitted to Heavy Track Platforms and associated

assemblies.

It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contract Regulations 2011 for technical reasons.

Pearson Engineering is the original equipment manufacturer for the Front End Equipment and the Obstacle Marking System and as a result holds the specific technical knowhow (including all the design drawings and repair specifications) necessary to carry out this requirement.

Without the technical knowhow and Specialist tooling required to carry out the repair of this equipment, the activity would invalidate the safety case and performance of the equipment and potentially put the user of the equipment at risk.

The technical knowhow and technical Information is not available to any other supplier.

This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the UK Ministry of Defence is to negotiate a single source Framework Agreement with the named supplier.
